Freedom of Information Act 2000


Model Publication Scheme for Parish & Town Councils

The following documents make up the scheme which West Horsley Parish Council adopted at its meeting on 17th December 2002 and which has since been approved by the Information Commissioner for a period of four years starting on 28th February 2003. The Scheme specifies the documents which are available for public inspection.

  • Unless otherwise specified, the limit of document availability for inspection will be 2 years.
  • No charge will be made to residents of West Horsley for single black & white copies of any A4 or A3 sized documents requested. For larger size documents (plans and the like) a charge may be made at the Clerk’s discretion. For non-residents and commercial organisations single black & white copies will be charged at 10p per page (A4 and A3 sizes). Plan copying will be charged at cost.
  • Code of Conduct and Audit and Accounts documents will be made available for inspection at the Clerk’s Parish Office by appointment only with the Clerk to the Parish Council.

Minutes of council, committee and sub-committee meetings – limited to the last 2 years.
Procedural Standing Orders.
Council’s Annual Report to Parish Meeting.

CODE OF CONDUCT
Members Declaration of Acceptance of Office. Members Register of Interests.
Register of Members Interests Book.

PERIODIC ELECTORAL REVIEW
Information relating to the last Periodic Electoral Review and the latest boundary review of the council area.

EMPLOYMENT PRACTICE AND PROCEDURE
Job descriptions. Terms & conditions of employment.
Exclusions: ‘personal records’ i.e. appraisals, employee specific salary details, disciplinary records, sickness records and the like by virtue of being personal data under the Data Protection Act 1998

PLANNING DOCUMENTS
Responses to planning applications.
Exclusions: Copies of planning consultations, the Development Plan, Structure Plan, Local Plan and Rights of Way/Footpath maps all of which are available from the local planning and/or highway authority respectively.

AUDIT AND ACCOUNTS
# denotes limited to the last financial year
#Annual return form.
#Annual Statutory report by auditor (internal and external).
#Receipt/Payment books, Receipt books of all kinds, Bank Statements from all accounts.
#Precept request. #VAT records.
Financial Standing Orders and Regulations.
Assets Register. Risk Assessments.
Optional documents: Safety inspection records for tennis court.
Exclusions: all commercially sensitive information e.g. quotations and tenders, loan documentation and insurance policies. With regard to quotations and tenders, this information is treated as confidential to ensure that the whole tender process is fair i.e. if tender information is released to a third party prior to the end of the tender period those who initially submitted tenders could be undercut and/or unfairly disadvantaged.
